NA, Government lead efforts to steer key reforms as 15th term nears conclusion
VOV.VN - NA Chairman Tran Thanh Man has underlined the need for early and thorough preparation as the National Assembly approaches the final months of its 15th term, while highlighting the Assembly and Government’s collaborative leadership in institutional reform and lawmaking.

The 47th session of the National Assembly (NA) Standing Committee took place July 10 in Hanoi under the chair of NA Chairman Tran Thanh Man.
Held over one day, the session covered eight items on the agenda. These included initial feedback on the draft report of the thematic supervision “Implementation of policies and laws on human resources development and utilization to meet the country’s socio-economic development needs, particularly high-quality human resources”; the proposed adjustments to the 2025 legislative program; a review of the 9th session and initial preparations for the 10th session; and comments on the NA’s citizen reception and petition-handling report for April, May, and June 2025. The NA Standing Committee also reviewed and approved the Prime Minister’s proposal on appointing Vietnamese ambassadors.
Three resolutions within the Committee’s authority were also passed, including revisions to several articles of the NA Standing Committee’s working regulations; the resolution on expenditures for the organization and operation of social and unemployment insurance for the 2025–2027 period; and the resolution on principles, criteria, and allocation norms for regular state budget spending in 2026.
In his opening remarks, the top Vietnamese legislator noted that the session followed the highly successful 9th session of the 15th National Assembly, which adopted the resolution amending and supplementing several articles of the 2013 Constitution, passed 34 laws and 34 resolutions. According to the post-session schedule, NA deputies are currently conducting voter meetings across 34 provinces and cities nationwide.

He emphasized that immediately following the 9th session, the National Assembly, Government, ministries, and localities had promptly begun implementing follow-up tasks, particularly the enforcement of the two-tier local government model.
The NA leader highlighted the significance of the draft thematic supervision report on human resources development and utilization, describing it as both practical and strategic, especially as Vietnam enters a new stage of development that requires high-quality human resources as the foundation for rapid and sustainable growth.
He also informed that the Politburo is set to issue new resolutions in the near future focusing on education, training, and public healthcare.
Regarding the legislative agenda, the proposed adjustment to the 2025 law-making program is based on submissions from the Government and reports from the NA Committee for Legal and Judicial Affairs.
Chairman Tran Thanh Man requested that NA Standing Committee members give opinions on the necessity, urgency, and feasibility of each proposed legislative project, ensuring the law-making program remains closely aligned with practical needs while maintaining tight control over legislative progress and quality.
He underlined that in 2025, the NA Standing Committee will continuously adjust the legislative program to remove institutional bottlenecks in socio-economic development, national defense and security, and the organization of two-tier local government.
The NA leader also urged Committee members to thoroughly evaluate both the outcomes and limitations of the 9th session and provide clear direction for the 10th session, aiming for successful results that meet the development needs of the country and the expectations of voters and the people.
He called on relevant agencies and the NA Standing Committee to study the documents carefully, build on the outcomes of previous meetings, and ensure the effective completion of this session, viewed as an early and proactive preparation step for the final session of the term and other important NA events ahead.
It is expected that the Party Committee of the National Assembly will soon hold a meeting with the Party Committee of the Government to coordinate preparations for the 10th session, the final sitting of this legislature which will consider several laws and resolutions.
The NA Chairman emphasized that the coming months are the final stretch of the 15th National Assembly’s term, during which NA agencies are facing a heavy workload, including politically important tasks with increasingly high demands and greater responsibility.
He therefore asked all NA bodies to closely coordinate with the Government and relevant agencies from this point forward, with a particular focus on fulfilling the tasks assigned in Party resolutions and conclusions by the Politburo and Secretariat, as well as achieving the 2025 goals set for the 15th NA term.
