Workshop discusses solutions for development of high-quality workforce

VOV.VN - The Vietnam Academy of Social Sciences in collaboration with the Asian Development Bank and a group of consultants, hosted a workshop in Hanoi on July 17 to discuss high-quality human resource training for Vietnam’s sustainable development.

The workshop is part of the capacity building technical assistance project of the Vietnam Academy of Social Sciences (VASS), which is funded by the Japan Poverty Reduction Fund through the Asian Development Bank (ADB).

Addressing the workshop, Assoc.Prof.Dr. Nguyen Thi Hoai Le, Director of the Project Management Board, emphasised the importance of the country’s strategy to develop adequate human resources during the 2011-2020 period with a specific focus on training a high-quality workforce.

However, milestones reached in the development of the nation’s human resources have so far failed to live up to expectations.

Assoc.Prof.Dr. Hoai Le said that one of the workshop's objectives is to share success and limitations of strategies and policies in order to boost the development of the domestic workforce and put forth recommendations and solutions to aid in training of high-quality human resources needed for the county’s sustainable development.

Assoc. Prof.Dr. Nguyen Duc Vinh, head of the analysis research team, said high-quality workforce is currently identified as a group of people of working age who have college and university qualifications and are therefore able to meet the minimum requirements of the labour market.

Research shows that high-quality human resources mainly focus on sectors such as education and training, state management, and national defense.

During the seminar, participating delegates and researchers discussed future investment projects, devised orientations for further research with a focus on priority fields and made projections about the demand for high-quality workforce until 2035.

Participants thought this was necessary for the country to meet its goals on sustainable development in the context of the Fourth Industrial Revolution.

In addition, experts and scientists made recommendations and put forth solutions for the development of high-quality human resources whilst underlining the need to create an overall strategy that can overcome a labour shortage in addition to limitations in restructuring sectors.

Participants also suggested reforms to existing policies and mechanisms through supporting the establishment of startup incubators at universities, speeding up international co-operation in research and technological transfer, and how best to utilise a high-quality workforce in the future.
