New two-tier local government system goes into effect without disruption

VOV.VN - The new two-tier local government system functioned smoothly and without interruption on its first operational day July 1, ensuring effective public service delivery for both citizens and businesses.

In the capital city of Hanoi, all 126 newly established communes and wards began operations early in the morning. Administrative procedures transitioned seamlessly, with data and official seals properly handed over.

At the Public Administrative Service Centre of Cua Nam Ward, civil servants were on-site ahead of time to prepare for the day, aiming to offer optimal services.

“We’ve all received proper training and guidance, so we’re confident in delivering services effectively,” said Dang Thi Hai Duyen, an official in charge of receiving applications.

Dang Thi Kim Anh, a resident of Cua Nam Ward, shared that when she came to complete her paperwork, the officials were very helpful and guided her thoroughly through the documentation process.

“The turnaround time for results was also very convenient. I believe the implementation of the two-tier local government system truly meets the people’s expectations, as it helps reduce travel time, especially for the elderly like me”, said the senior citizen.

In Ho Chi Minh City, newly restructured wards and communes saw bustling administrative centres from early morning, as residents came in to process various documents. While some initially had questions about the new system, they were quickly reassured by helpful staff and volunteers.

Nguyen Dinh Tinh, a local business owner, praised the efficiency at the Saigon Ward Public Administrative Service Centre, where he updated his company’s information in less than 10 minutes.

“The data was already synchronised. Any unclear steps were explained clearly by volunteers, making the entire process very smooth,” he noted.

In Da Nang, all 94 wards and communes across the city went into stable operation. At public administrative service centres, management and service delivery to citizens remained seamless, marking an important milestone in administrative reform.

At Thanh Khe Ward, the most densely populated ward in the city, residents began arriving as early as 7:30 a.m. on July 1. The centre received a large number of citizens coming to process documents, primarily in areas such as household registration, land use, and document authentication.

According to on-site observations, the staff and public officials of Thanh Khe Ward demonstrated professionalism and dedication under the new governance model, upholding the guiding principle of being close to the people, understanding the people, serving the people."

Phung Tinh, a resident of Thanh Khe who returned from France just a month ago, came to process the notarised translation of a birth certificate and expressed his satisfaction with the the use of queue ticket dispensers there.
“It’s much more orderly now. Everything was efficient and quick, and the entire process reflected the ward’s commitment to accessible and responsive service,” he said.

Along with the rest of the country, 75 communes in the northern mountainous province of Son La province bustled with activity on the first official day of implementing the two-tier local government model, designed to be streamlined, efficient, and effective in serving citizens and businesses.

Gone are the days of cumbersome paperwork and overlapping procedures, in their place is a scientifically organised, transparent, and efficient system for receiving, processing, and returning results that are all well-suited to meet the administrative needs of both the public and enterprises.

At the Chieng Coi Ward Public Administrative Service Centre, residents arrived early to complete procedures such as residency confirmation, document authentication, and birth registration. Service counters were arranged in a logical and accessible manner, and civil servants offered warm, attentive guidance, creating a friendly and approachable atmosphere.

“Today, I came to authenticate some documents. Even though it’s the first day of operating under the new two-tier government model, I found the procedures to be quick and the staff very helpful. The queue ticket dispenser was clear, and the whole process was smooth and efficient. I'm very pleased and satisfied with this reform,” said Quang Van Duan, a resident of Chieng Coi Ward.

The nationwide rollout of the two-tier local government model demonstrated a strong start, reflecting Vietnam’s ongoing commitment to administrative efficiency, digital transformation, and improved public service delivery. The new system promises to reduce bureaucratic hurdles and better meet the needs of citizens and enterprises.
