Venezuelan media praises Vietnam’s “historic shift for the people”

VOV.VN - Venezuelan media on July 1 ran prominent coverage of Vietnam’s major shift in institutional reform, following the official launch of the two-tier local government model and the administrative boundary restructuring aimed at streamlining, improving effectiveness, and enhancing efficiency.

With the headline “Two-tier local government: A historic turning point for the people”, RadioMundial, the voice of the Venezuelan Government and people, stated that the new model is designed to organize the administrative apparatus in a more scientific, streamlined, and efficient manner. By eliminating the intermediate level, the reform reduces bureaucracy and brings the government closer to the people, thereby improving public service delivery.

Citing Deputy Prime Minister Nguyen Hoa Binh, RadioMundial reported that the introduction of the two-tier local government model and the administrative boundary reorganization reflects the strong commitment of the Communist Party and the Government of Vietnam to optimizing the administrative system and enhancing its service capacity for the people.

Meanwhile, teleSUR- a multinational television network headquartered in Venezuela, provided a detailed account of this unprecedented reform process, which includes constitutional amendments, revisions to the Law on Local Government Organization and the Law on Organization of the Government, and the issuance of 40 government decrees, 28 of which are focused on further decentralization and delegation of power.

According to the network, which broadcasts widely across Venezuela, Cuba, and Nicaragua, the institutional restructuring also targets a workforce reduction of about 250,000 personnel, including 130,000 civil servants and 120,000 part-time officials at the commune level. This move is expected to save the state budget over US$7.3 billion between 2026 and 2030.

Beyond governance efficiency, RadioMundial and teleSUR noted that Vietnam’s nationwide administrative restructuring is expected to unlock new development space for localities, boost investment, improve infrastructure, ensure social welfare, and strengthen regional linkages. The effort demonstrates Vietnam’s steady progress in building a modern, rule-of-law state that is enabling and service-oriented.

In an interview with local media the same day, Vietnamese Ambassador to Venezuela Vu Trung My affirmed that the close attention and positive assessment from Latin American media regarding Vietnam’s efforts to reorganize administrative apparatus show that the country’s institutional reform is not only of domestic significance but also holds value as a global reference.
