PM Chinh heads Steering Committee on science and technology development
VOV.VN - Prime Minister Pham Minh Chinh has signed Decision No. 598, dated March 13, 2025, to establish the Government Steering Committee on science, technology, innovation, digital transformation, and Project 06 (the Steering Committee).

According to the Decision, Prime Minister Pham Minh Chinh serves as the Head of the Steering Committee. Standing Deputy Prime Minister Nguyen Hoa Binh is the Permanent Deputy Head while Deputy Prime Ministers Ho Duc Phoc, Bui Thanh Son, and Nguyen Chi Dung serve as Deputy Heads of the Steering Committee.
Other Deputy Heads include Minister of National Defence General Phan Van Giang, Minister of Public Security General Luong Tam Quang, Minister of Science and Technology Nguyen Manh Hung, and Minister of Home Affairs Pham Thi Thanh Tra.
The Steering Committee is tasked with researching and advising the Government and the Prime Minister, as well as assisting in directing and coordinating the implementation of national-scale policies, mechanisms, and strategies for the development of science, technology, innovation, digital transformation, the execution of Project 06, and administrative reform.
It studies and proposes directions and solutions to deal with challenges in carrying out breakthrough policies for science, technology, innovation, and digital transformation at the national level.
It also gives opinions on strategies, programs, mechanisms, policies, projects, and initiatives related to these fields, which fall under the decision-making authority of the Government and the Prime Minister.
The Steering Committee helps the Government and the Prime Minister direct ministries, sectors, and localities in achieving objectives and implementing solutions in science, technology, innovation, digital transformation, Project 06, and administrative reform.
It also coordinates the execution of inter-sectoral strategies, programs, mechanisms, policies, projects, and initiatives in these fields and oversees the implementation of the Government's Action Program for Resolution No. 57 issued by the Politburo on December 22, 2024, on breakthroughs in national science, technology, innovation, and digital transformation.
The Decision also establishes three subcommittees under the Steering Committee:
- The Subcommittee for the Implementation of Project 06, headed by the Minister of Public Security
- The Subcommittee for Science, Technology, Innovation, and Digital Transformation, led by the Minister of Science and Technology
- The Subcommittee for Administrative Reform, chaired by the Minister of Home Affairs
These subcommittees assist the Steering Committee in their respective areas of responsibility and supervise the implementation of relevant tasks across ministries, sectors, and localities. The Ministers who chair the subcommittees will establish their respective permanent offices, approve member lists, and define operational regulations. They will also ensure necessary resources and use the official seals of their ministries for the subcommittees' activities. If necessary, the subcommittees may enlist experts from both domestic and international sources to support their assigned tasks.
The Ministry of Science and Technology serves as the standing body of the Steering Committee. It submits operational plans and working regulations for approval by the Head of the Steering Committee and ensures the necessary conditions for the Steering Committee’s activities.
The operational budget for the Steering Committee and subcommittees will be allocated from the state budget assigned to the Ministry of Science and Technology, the Ministry of Public Security, the Ministry of Home Affairs, and other lawful financial sources.
