Every diplomat must be a pioneer in promoting Vietnam’s foreign policy: PM

VOV.VN - Prime Minister Pham Minh Chinh has underscored the vital role of diplomacy as a strategic front for national defence and development, saying that every diplomat must act as a pioneer in implementing Vietnam’s foreign policy.

Addressing the first congress of the Party Committee of the Ministry of Foreign Affairs in Hanoi on July 15, PM Chinh affirmed that diplomacy is a core strategic pillar, helping to safeguard national sovereignty, ensure security, and promote development.

He reiterated Vietnam’s consistent foreign policy of independence, self-reliance, diversification, and multilateralisation of external relations, positioning the country as a reliable friend, a trustworthy partner to all nations, and a responsible member of the international community, striving for peace, cooperation, and development.

The country must not only remain steadfast in its core values, but also adapt flexibly and wisely to complex global changes, he said citing late President Ho Chi Minh’s well-known diplomatic principle “dĩ bất biến, ứng vạn biến” which literally means being firm in objectives, flexible in strategies and tactics.

He called on all officials in the diplomatic service to demonstrate political integrity, professional competence, and deep commitment, taking the lead in advancing Vietnam’s external relations and international engagement.

The Prime Minister highly appreciated the contributions of the Ministry of Foreign Affairs and Vietnam’s overseas representative missions in mobilising COVID-19 vaccines, promoting economic and cultural diplomacy, and stepping up work related to overseas Vietnamese over the past years. The close coordination among the three pillars of foreign affairs - Party diplomacy, State diplomacy and people to-people diplomacy - has created a comprehensive diplomatic front, contributing significantly to enhancing Vietnam’s international standing.

In his remarks, Deputy Prime Minister, Secretary of the Party Committee, and Minister of Foreign Affairs Bui Thanh Son reviewed key accomplishments of the Party Committee from the 2020–2025 term. He noted that the Party Committee had effectively translated the foreign policy directives of the 13th National Party Congress into concrete strategies and actions, resulting in comprehensive and effective implementation across all diplomatic channels.

Bilateral relations with key partners, especially neighbouring countries, strategic partners, and long-standing friends, have been expanded and deepened. At the same time, Vietnam’s multilateral diplomacy has been significantly elevated, enhancing the country’s international influence and fostering a more open and favourable external environment for development and reform.

At the Congress, delegates outlined orientations, goals, guiding principles, key tasks, and breakthrough solutions to fulfill the political mission of the Party Committee in the new context.

They agreed to comprehensively and effectively implement external affairs across the three pillars of diplomacy – Party diplomacy, State diplomacy, and people-to-people diplomacy.

Efforts should be made to deepen Vietnam’s relations with strategic partners and traditional friends; elevating multilateral diplomacy in preparations for hosting the APEC Summit in 2027 and ASEAN Summits in 2029; and promote economic diplomacy and science and technology diplomacy; and in alignment with national development goals.

They stressed the need to resolutely safeguard national independence, sovereignty, and territorial integrity in accordance with international law, while enhancing the leadership capacity and combat strength of the Party Committee.
