The festival is held annually on the 15th day of the second lunar month in order to commemorate Mother Lang Thi Tieu who made great contributions to the cause of national defence, peace, and agricultural development during the era of the Hung Kings. She is worshipped in Tay Thien Monastery.

The festival is scheduled to run for a total of three days and features a wide range of activities, including a folk singing contest, a rice cooking competition, and sports games such as tug of war, cock fighting, wrestling, volleyball, and football.
