UK seminar sounds out cooperation opportunities in offshore wind power

VOV.VN - A Vietnamese delegation led by Deputy Minister of Industry and Trade Nguyen Hoang Long attended a seminar in Edinburgh, Scotland, on July 10, seeking to promote bilateral cooperation in offshore wind power.

The gathering brought together senior officials from both countries, including UK Ambassador to Vietnam Iain Frew, British Consul General in Ho Chi Minh City Alexandra Smith, and representatives from leading organisations and offshore wind developers such as ORE Catapult, Carbon Trust, Ocean Winds, Scottish Power Renewables, SSE Thistle Wind Partners, and West of Orkney Windfarm.

The Vietnamese delegation included representatives from the Department of Foreign Market Development, the Electricity Regulatory Authority of Vietnam, the National Load Dispatch Centre (NSMO), Electric Power University, and businesses such as EVN, PTSC, T&T, IPC, and Trung Nam Group.

In his speech, Doan Ngoc Khuong, deputy director general of the Electricity Regulatory Authority, updated UK partners on Vietnam’s renewable energy development goals and the newly issued legal framework designed to support offshore wind power investment.

A representative of the PetroVietnam Technical Services Corporation (PTSC) also introduced its offshore wind capabilities, highlighting assets such as a 320-hectare offshore fabrication yard, a team of over 500 engineers with experience in more than 100 EPCI projects, and its plan to increase the localisation rate of key equipment to 40% during 2026–2030, along with a proposal to export 3 GW of renewable energy via regional grid connection.

On the UK side, David Findlay from ORE Catapult shared the UK’s experience in developing offshore wind supply chains, while Adam Bates from Carbon Trust introduced a model, which supports local enterprise development and workforce standardisation in line with Global Wind Organisation (GWO) standards.

UK developers expressed strong interest in forming joint ventures for large-scale projects in Vietnam, learning more about project tendering, ownership models, implementation processes, supply chain development, and green financing solutions to reduce capital costs.

Concluding the seminar, Deputy Minister Nguyen Hoang Long praised the UK’s experience and initiatives, and invited UK businesses to invest and cooperate in offshore wind projects in Vietnam. He affirmed the Ministry of Industry and Trade’s role as a coordinating body, committed to turning initiatives into concrete projects that will accelerate the development of renewable energy and help Vietnam achieve its Net Zero target by 2050.

Later that day, the Vietnamese delegation made a fact-finding trip to the Neart na Gaoithe (NnG) offshore wind farm, co-owned by EDF Renewables UK and ESB.

The NnG project has a designed capacity of 450 MW, enough to power approximately 375,000 Scottish households and reduce over 400,000 tonnes of CO₂ emissions annually. Its total investment is estimated at £2 billion.

The site visit offered valuable insights into offshore wind development in the UK, addressing many of the Vietnamese delegation’s concerns and providing useful references for Vietnam’s policymaking and industry development, according to officials of the delegation.

Under the recently revised Power Development Plan VIII, Vietnam aims to have 6,000 MW of offshore wind capacity by 2030, 17,500 MW by 2035, and between 113,000–139,000 MW by 2050.
