Reforms of import inspections introduced

A comprehensive reform model of regulations on quality and food safety inspection for imported goods was introduced at a press conference on September 24.

Director General of the Vietnam Customs Nguyen Van Can said the model, developed by the Ministry of Finance, aims to promote the use of information technology and risk management, simplify processes and procedures for quality control, food safety inspection for imported goods and reduce contact points among businesses and agencies, helping them save time and money.

It is expected to protect the rights and interests of businesses, individuals and consumers, and improve quality management efficiency for imported goods.

The model has been submitted to Prime Minister Nguyen Xuan Phuc for approval.

The finance ministry has proposed seven reforms, in which the customs authority will be the focal point in quality and food safety inspection for imported goods. Other reforms are dedicated to procedures, risk management and information technology systems.

The inspection of imported goods subject to food safety regulations, which are assigned by the Ministry of Health, the Ministry of Industry and Trade, and the Ministry of Agriculture and Rural Development, will be conducted at the State inspection agency. Meanwhile, the inspection of the rest will be carried out by customs authorities.

The finance ministry has also proposed solutions related to completing legal basis, upgrading the information technology system, ensuring labour, perfecting the risk management system, and enhancing co-ordination and information sharing between the border gate of pre-customs and post-customs clearance inspection.
