To this end, the delta will build modern infrastructure systems to meet the requirements for socio-economic development, and fully tap its potential in terms of natural resources and human resources, particularly intellectuals and entrepreneurs. It will continue to play the role as the northern key economic region, contributing to the country’s economic growth and serving as a springboard for other disadvantaged regions to develop. The delta strives to become an industrial region before 2020.

Truong Tan Sang, head of the Party Central Committee's Economic Commission, pointed out seven solutions for boosting regional socio-economic development till 2010 and 2020. They focus on increasing the quality of the zoning work, developing policies and management models, taking into account development advantages of the region and each locality, attracting domestic and foreign investment, and mobilising resources to better implement socio-economic development strategies of the region and the whole country.

While presenting the Government’s draft Programme of Action for the Red River Delta and the northern key economic region, Deputy Minister of Planning and Investment Tran Dinh Khien, said priority will be given to developing sectors, areas and products of high competitiveness in each locality, and mobilising all resources, mostly internal resources, to fully tap their potential and advantages.

The Red River Delta region includes 12 provinces and cities, namely Ha Noi, Hai Phong, Ha Tay, Hai Duong, Hung Yen, Bac Ninh, Vinh Phuc, Quang Ninh, Thai Binh, Ha Nam, Nam Dinh and Ninh Binh.
