Deputy PM puts forward three proposals to boost financing for development
VOV.VN - Deputy Prime Minister Ho Duc Phoc has called for accelerating reforms of global financial governance institutions, sharing scientific and technological achievements, and mobilizing resources to support emerging drivers of growth.

Continuing his activities at the Fourth International Conference on Financing for Development (FfD4), held on July 1, 2025, in Seville, Spain (local time), Deputy Prime Minister Ho Duc Phoc delivered a keynote address at the plenary session.
In his remarks, Deputy PM Phoc noted that the world is facing mounting non-traditional challenges, heightened geopolitical tensions, escalating armed conflicts, and trade policies that pose growing risks to international cooperation and development.
Emphasizing that FfD4 is taking place at a pivotal moment, the Deputy Prime Minister called on countries to unite, act responsibly, resolve disputes peacefully, and uphold international law and the UN Charter. He urged joint efforts to revive multilateralism, promote constructive cooperation, and restore broken links in global development, trade, and investment.
Sharing Vietnam’s development policies and goals, Deputy PM Ho Duc Phoc affirmed that Vietnam remains steadfast in its goal of achieving 8% growth in 2025 and double-digit growth during the 2026–2030 period. He underscored the country’s determination to implement strategic breakthroughs in institutional reform, infrastructure, and human resources; to advance science and technology, promote innovation and digital transformation, and develop the private economic sector.
On that basis, Deputy PM Ho Duc Phoc outlined three concrete proposals: First, to step up reforms of global financial governance institutions, starting with multilateral development banks, with the aim of providing more practical sources of finance.

Second, to strengthen cooperation and share the achievements of science and technology, innovation, and digital transformation in order to generate new drivers of growth.
Third, to unlock financial resources to support the development of emerging growth sectors such as green transition, innovation, digital transformation, and the circular economy, with priority given to developing countries.
Reaffirming that Vietnam welcomes the outcome document adopted at the conference, the Deputy PM expressed hope that its contents would be carried out resolutely and effectively. He assured Vietnam’s readiness to join hands, pool efforts, and stand in solidarity with partners in overcoming challenges and vigorously delivering on commitments for peace, cooperation, and prosperity, both globally and in every country.
