PM stresses developing education system on par with developed countries

VOV.VN - Prime Minister Pham Minh Chinh outlined major orientations to develop Vietnam’s education-training system on par with developed countries in the world, at a meeting of the National Committee for Education and Training Innovation in Hanoi on November 2.

The meeting was held to discuss a Government draft Action Program on Education-Training formulated by the Ministry of Education and Training to concretise resolutions and conclusions of the Party Central Committee and the Politburo on education-training development.

Speaking at the meeting, Chinh, who is also the chairman of the committee, emphasized the principle of putting people at the center of development, asserting that people are not only the subject and goal of progress but also the driving force and resource for development, and that Vietnam does not trade off social progress and equity for mere economic growth, especially in education and training.

He placed a strong emphasis on the importance of time, intellect, aspirations, potential, and integration in advancing Vietnam’s education and training system to align with developed countries. To do this, he said Vietnam should put in place some solutions related to curriculum reform, teacher training, infrastructure investment, lifelong learning, quality improvement, equitable access, and international cooperation.

The Prime Minister particularly emphasized the importance of decentralization and delegation of authority, enhancing the autonomy of localities and educational institutions; improving the quality of teaching and learning, with a focus on raising the quality of the teaching staff; and establishing mechanisms to promote the formation of a learning society and lifelong learning.

He highlighted several key areas related to the review of the educational network planning, the quality of the teaching staff, especially in preschool and primary education; the training of high-quality human resources for emerging economic sectors; the allocation of resources for educational investment; gradually making English a second language; and expanding the training of other foreign languages according to job requirements.

He particularly tasked the Ministry of Education and Training with examining a project to develop breakthrough mechanisms and policies to attract and utilize foreign experts, scientists, and overseas Vietnamese to teach, conduct research, and work at educational institutions in Vietnam.
